If Tony didn't get whacked, then what was the significance of Meadow's
delay in getting to the diner?

It was symbolic for Meadow's inability to fit in smoothly and find her
place.

That's a good point. But how about Meadow deciding to drop Med school
for Law because of all the times her father was treated unfairly by
the law? Does she have a hard time finding her place in the world?

Meadow's a smart person, with no street smarts, she'll get almost hit by
a car, drink, do drugs, screw anything, throw bread at Uncle
Jr.,..whatever. Some brilliant people cannot parallel park..can't be
arsed to even try. They are pains in the ass, require an enormous
amount of attention, doesn't mean their fathers get shot by the guy in
the bathroom.

I think the final scene was a metaphor.

There were all the plot devices of impending doom like the "Godfather"
character going to the washroom for the gun, the "two unidentified
black men" at the jutebox, etc. but this is contrasted with the song
which says "the story goes on and on and on".

So there is basically no theory about Tony getting killed or being put
in jail that can't be countered by another theory saying the opposite.

there is no significance. It's all a big nothing. Read this review:

Tony would have given up and parked illegally. She refused to. It was
characterization.

Actually, wasn't she having problems because she was agitated by the
news of the indictment?

And Tony didn;t know about this; hence, he was out and about and
carefree... perfect set-up for the whack.

Tony did know about the indictment. Meadow didn't - or at least not that we
know of.

Chase was using this as a plot device of impending doom. That she was
such a bad parallel parker suggests Chase is making light of his own
plot device and the expectation to wrap up the series in a
conventional way.

Its all a part of the final portrait Chase portrays in the final scene
where there are a number of dangers, such as the guy going to the
bathroom to get the gun, like in the Godfather movie. Plus the "two
unidentified black men" and the guy sitting at the bar.

This is contrasted with the Journey song that the story goes "on and
on and on", not to mention the Soprano family, all seemingly free from
their big previous problems, are just relaxing and eating onion rings.
